new nutopia update

whenever a new map is loaded/the map changes, this will automatically appear in chat,


and after 10 seconds this will appear,

^unlike before, the changes in effect are:
- answering wrong prints in out in chat for everyone to laugh at how dummyed you are (OR: how mlg if you choose to sac your answer to enter 67)
- whomever answers correctly will be declared the Whitest and will have access to /whitest, which prints out the following


^I worded this most peculiarly, but basically once you use say '/whitest extend', you will not be able to use '/whitest extend' again, nor will you be able to use '/whitest reduce', but you WILL be able to use the toggles for the other categories.

- only 1 person can be the Whitest at 1 time
- there are no current restrictions on who can be the Whitest but i'll probably add something if 1 person is overly annoying or gay or dummyed
- pretty much all the changes the Whitest can implement are cosmetic except really bare stuff like '/whitest randomcrits', we will see tomorrow how impactful this is and if it needs to be changed.
