The climate is a big reason. People are generally very opposed to anything percieved as being bad for nature and the climate.
There's also the fact that our power grid isn't built with the assumption that every hosue will be running an ac, so power will be much more expensive.
A lot of people genuinely can't imagine that europe would be wrong about something while the rest of the world is right, so they imagine that there must be some secret problems we don't know about. (this is a serious point and not a joke)
External ac looks ugly and europeans are extremely proud of our architecture.
