Bebestan is the fictional nation that this group is based off, dedicated to the cause of "Babism". Two keywords are used extensively, that being Papies and Babies, that is immediately apparent. However,

A few pages in, it gets to this. Again, same references to "SEX BABIES"
One thing I noticed is that he mentions "bachko papies". I might be reaching, but it sounds very similar to a real-world practice named "Bacha bazi" in Afghanistan, where young boys are sexually enslaved. Since this supposed "Bebestan" is in the Afghanistan area, it's not unlikely this could be what it's referring to.
