It's mostly LARP, someone did an analysis of those "high-tech" cartel soldiers and they were using equipment from Amazon and had magazines for a different gun than they were holding.

Chileans have a good relationship with Mexicans

I remember reading an article back when Mexico was trying to get its independence from Spanish imperialism. Chile tried to help Mexico with food, weapons, clothes, and many other helpful stuff they needed, but they arrived 1 year late after Mexico got its independence. Mexico gave them food and other stuff for trying to help them, even if they were late, so we've been on good terms with Mexico since then
