no, you can access the site as read only, no commenting or posting
Blocked users get the typical ban message and are publicly displayed as banned. Ghosted users can look and use the site as normal, but cannot interact with the userbase in any way. You can also set IPs to block or ghost as well, so someone who looks unbanned may be banned via their IP.
