I think Cargo did have a point. At least in terms of priorities.
Neither of these things should exist, but the former involves real children, and it would make sense to put your focus on catching the people involved in making the real rubbish, the ones involved in sex trafficking, as these people are a more direct threat to children than those producing lolicon.
So by that I mean, put an emphasis on dealing with those people first and then move onto those producing, manufacturing, and soliciting lolicon. But I don't know if he meant it in that way.
