This is only really true in Europe, to a lesser extent in NA but that's only because nuclear plants are cost prohibitive here and have to compete with natural gas among other things. The focus is to keep the current ones running for as long as possible. There's still an aggressive push for nuclear in China, there's around 40 being built.
