You know, you could probably DRM water somehow. Get a patent on a system that detects the concentration of fluoride in a sample (PPM should roughly match what you set it to), and if it falls below the tolerance range, get it to kvetch about "unverified insecure water"

Oh, and "enterprise" customers (cheap liars) are allowed to bulk order units with the microcontroller/sensor disabled. Since the gentiles will eventually catch on to this... make it so that an NFC "verification module" with an ID/serial number is required once a week. If a machine is eventually sold, blacklist the aforementioned NFC thing in a database.
