Not at all, its clean and civil outside the tourist areas which I like to hang out in, look at sa pa (touristy) and long bien (not touristy) in northern vietnam
Id say its the cleanest asean country before China, no sewage scent like in Malaysia, no holes and potholes like in Thailand
The only complaint is the Indian and arab tourists, they are so rude and have gren aura, which is why I don't like tourist areas, the locals are dead intrigued about where you come from and they are nice.

Yes, I have been to nam b4, and no I am not interested in learning much of Vietnamese, been to ho chi Minh, Hanoi, sapa, and long bien
I find thailand much more interesting and chillaxed in the more local cities without much tourists doe, would rather re visit that than nam and maybe even potentially learn the language if i was really invested into the country, not really a fan of big cities like bkk or ho chi Minh if you could tell
Yes I have been to the countryside too, actually went the last time I was in vietnam too
