Bums are only a problem because the government decided to stop building apartments in the 90s and then decided to invite one trillion migrants evendoe the housing market was allredy fucked. Being a drug addict or even mentally ill (outside of the most extreme cases) does'nt actually increase the chances of becoming a bum unless there is a housing shortage.

Crime doesn't have anything to do with the structure of a city. The lack of policing among individuals (as in not being a nuisance to others) and within law enforcement is the main problem. The housing problem is primarily due to a lack of property rights, zoning is one factor, building codes are another (it's ridiculous).
