It is a religion, but more in a procedural sense rather than an ideological one. They practice the same rites, but some are Buddhists like the Nirichenists, while others are closer to Neo-Confucianism like Yoshida and Yoshikawa.

Kind of like how among the Roman pagans some were Stoics, and others were Pythagoreans, and still others did not practice philosophy.
