I fully believe they are doing this out of spite. Either

1. Salt is one of them. They got pissy that everyone hated them so they faked the transfer and made things worse.
2. Salt isn't a Quote golem, but the booru jannies aren't gonna remove pedo stuff out of pettiness unless Salt forcefully makes them, but he is barely active and genuinely doesn't browse the booru.

Also the last 3 "owners" started their reign by fucking with the jannies and doing a few temporary reforms before vanishing into thin air as figureheads while the leader of the FDL takes charge. ROOT, then later Musdummy with his partner in crime (Limeaids/CobbleStun) proceed to collaborate with cacaots, when the Soyim start spamming the catty with metawhining, Musdummy watches the fireworks until FDL gets bored and does a minor banwave that gets the figurehead popularity and stops the soyim from some greater plan, and the pot keeps getting hotter
