This might just be me being a naive eurocuck, but I think there are some things civilians shouldn’t get involved with and leave entirely to the police. Dealing with online csam is one of those. Moon should have reported anything he knew of to the cops but actively looking for it and saving links to it is something no normal person should do and is extremely shitoko behaviour that’s illegal for a reason. Moon should be investigated for doing this.

The policy for site owners is to report 'P incidents to NCMEC. You never ever save 'P. You have to delete it immediately and then send the metadata, hash, and such to them
