Either make your croissants with less puff pastry, leave the croissants less time in the proofing chamber, making them grow too much is never good, but if you leave them less time than needed overall they'll grow less.
Might also have to do something with the way you knead the dough, although I suspect this shouldn't affect the size of the croissants this way. A poorly kneaded dough (over kneaded or under kneaded) will likely just grow less.
